This guidance provides advice on how to conduct the financial appraisal of
suppliers bidding for significant public sector contracts. Although it is
particularly appropriate for the procurement of strategic services, the principles
apply to all government purchasing.The scope and effort of financial appraisal
should be proportionate to the size and risk of the contract.The guidance
endorses a broad business approach so that risk is assessed relative to the
particular factors of the requirement and the supplier.
